Senior Health Policy and Program Advisor
Elena Rivera joined Children’s Institute in 2015. As the senior health policy and program advisor she is responsible for establishing strong linkages between health and early learning in policy and advocacy efforts, including identifying opportunities to leverage Oregon’s health system transformation to improve outcomes for young children. Elena also works to integrate health and family support services at Children’s Institute’s Early Works demonstration sites.
Elena has a master’s in public health from the University of North Carolina, where she co-chaired the UNC Minority Health Conference and completed her master’s project on policy efforts to address social determinants of health at a local health department. Elena completed her undergraduate studies in human biology at Stanford University. She brings a passion for health equity to all of her work, in addition to skills in health policy, program evaluation, and community engagement.
Elena serves as vice chair of the Best Beginnings Committee of Oregon’s Early Learning Council, and convenes the Health Aspects of Kindergarten Readiness Technical Workgroup in collaboration with the Oregon Health Authority.
